About Us

The Phelps Community Memorial Library was chartered as an association library by the State of New York in 1973 to the Town of Phelps (population 7,017). It is one of 42 libraries in the Pioneer Library System. One half of the operational monies comes from allocations from the Town, Village and school taxes. The other half comes from grants, donations, memorials, investments, and fundraisers.
Our Mission: The Phelps Community Memorial Library strives to provide the residents of the Town of Phelps with the highest quality materials and programming for all ages. We endeavor to be a welcoming, family-oriented source of general information and provide services and opportunities that enhance lifelong learning throughout the entire community.
Our Goals: SATISFY CURIOSITY: Residents of the Town of Phelps will have the resources they need to explore topics of personal interest and continue to learn throughout their lives. MAKE INFORMED DECISIONS: Residents of the Town of Phelps will have the resources they need to identify and analyze risks, benefits, and alternatives before making decisions that affect their lives. KNOW YOUR COMMUNITY: Residents of the Town of Phelps will have a central source for information about the wide variety of programs, services, and activities provided by community agencies and organizations.
