The Phelps Community Memorial Library was chartered as an association library by the State of New York in 1973 to the Town of Phelps (population 7,017). It is one of 42
libraries in the Pioneer Library System. One half of the operational monies comes from allocations from the Town, Village and school taxes. The other half comes from
grants, donations, memorials, investments, and fundraisers.
Our Mission:
The Phelps Community Memorial Library strives to provide the residents of the Village and Town of Phelps with the highest quality materials and programming for all ages. We endeavor to be a welcoming, family-oriented source of general information and provide services and opportunities that enhance lifelong learning throughout the entire community.
Our Goals:
- Residents of Phelps will use the library as a community information resource, connecting them with community services through current publications, bulletin board postings and the library/community website.
- Residents of Phelps will use the library to easily access information and locate answers on a broad array of topics through qualified staff, an updated collection, and internet accessibility.
- Residents of Phelps will have materials and services available to meet their desires for information on current high interest topics and to provide satisfying recreational experiences.
- The library will offer special programs and resources to the young people of Phelps, designed to encourage lifelong learning, the pleasures of reading, and tools to become good citizens.
